THIS CIRCULATOR AGREEMENT (this “Agreement”) is made as of today's date by and between Arizona Citizens Against Photo Radar (the “PAC”) and you (the “Circulator”).

WHEREAS, the Circulator wishes to circulate petitions in connection with the End Photo Radar Initiative (each, a “Petition”) on behalf of the PAC in accordance with the terms of this Agreement, and the PAC wishes to allow the Circulator to circulate Petitions on its behalf.

NOW THEREFORE, the PAC and the Circulator agree as follows:

1. Circulation. The PAC agrees that the Circulator may circulate Petitions on behalf of the PAC.

2. Conditions. The Circulator agrees to comply with the following terms and conditions:

a. The Circulator must be registered to vote in Arizona.
b. The Circulator must use the form of Petition provided to him or her by the PAC.
c. All Petition pages must be attached and remain attached at all times to a copy of the text of the initiative measure, which shall also be provided by the PAC.
d. Signers of a Petition must be registered to vote in Arizona. The Circulator must ask each potential signer whether he or she is a registered voter and a qualified elector of Arizona.
e. If a potential signer is not registered to vote, the Circulator may provide the potential signer a voter registration form that is provided to Circulator by the PAC. The potential signer must fill out the voter registration form fully and sign it before he or she signs a Petition.
f. Each registered voter must sign a Petition in the presence of the Circulator.
g. All signers on each Petition signature page must be from the same county. The Circulator must ask each potential signer which county he or she is from and present the appropriate Petition form to the potential signer.
h. All signers must be given an opportunity if he or she wishes to read the text of the initiative measure before signing a Petition.
i. Within a reasonable time after obtaining 15 signatures on a Petition, the Circulator must sign the circulator affidavit on the back of each signature page in the presence of a Notary who then affixes his or her Notary seal to the affidavit.
j. All signature pages (which must remain attached to the text of the initiative measure) must be turned into the PAC. The Circulator agrees and understands that all Petitions are deemed to be the property of the state of Arizona and signers may have a claim against anyone who does not turn in the Petition he or she signed.
k. The Circulator must promptly return all signed voter registration forms to the PAC.
l. The Circulator agrees to circulate Petitions in a professional and courteous manner with an understanding that he or she may be viewed as a representative of the PAC or the Photo Radar Initiative.
m. The Circulator agrees not to accept any contributions on behalf of the PAC and that he or she will refer all inquiries and prospective contributors to Shawn Dow or Corey Holmes who are officers of the PAC.

3. Term; Termination. This Agreement shall commence as of the date first written above and shall continue until terminated as provided herein. The PAC may terminate this Agreement for any reason or for no reason upon written notice to the Circulator. Unless terminated earlier, this Agreement shall terminate upon the PAC’s tender of all Petitions to the Secretary of State. Upon termination of this Agreement, the Circulator agrees to cease all activities related to the circulation of the Petitions.

ARIZONA CITIZENS AGAINST PHOTO RADAR, a political action committee organized under the laws of Arizona
